Photographer Padraig Kennelly tells the history of flash flooding in Tralee, County Kerry, Ireland. He explains how he set up a local newspaper to put pressure on the town council to tackle the problem, and how the construction of culverts means that Tralee has been flood-free for the past 30 years.
